As you likely realize generally speaking blower is slang for supercharger. However, there are constantly driven blowers like the Weiand 6-71,8-71 or Holley street-charger and intermittent type blowers like a Paxton or Vortec that come on under load. The constant blower is impractical for street as they are horrible for gas mileage even when cruising(but sound cool). The Paxton or Vortec type doesn't increase fuel consumption other than when engaged.

The difference between a blower and turbo is significant. Turbos operate off of exhaust gas pressure and blowers rob engine power to create more. Turbos can actually improve fuel mileage while making available a greater horsepower increase at full throttle(much more efficient). Rather than going into great detail as to the pros and cons suffice it to say for a street application a turbocharger is best a Paxton type blower is second best. Designing your own turbo system is out of the question except for die-hards so if a turbo kit is not available for your specific application you should go with the Paxton style blower even if no blower kit is available for your specific vehicle. The blower unit itself is basically universal, this way you only need to plumb it in and fabricate mounting hardware. Turbos require complicated understanding to obtain correct sizing which is necessary for proper operation.
