1. Your daughter's computer has problem.
2. The ethernet plug has problem.
To determine the cause of the error, please do the followings:
1. Check whether her college mates can access to the internet? Perhaps from another dorm?
2. Could you get another laptop or computer to connect using the same ethernet plug?
If other college mates are able to access the internet, then it's the computer problem. Probably some settings or personal firewall's configuration, etc.

Not really an answer, but a question. What make of computer is it? My Dell notebook has been doing the same thing for about 6 months now. In months past I have tired everything in the answers/replies and none of them worked. The next time it occurs I'll try the repair suggestion.

Turn OFF the DSL Modem and SHUT DOWN the computer for about 30 seconds.
Start the computer back up, THEN when she types in her desktop password,
TURN THE DSL MODEM back on and let the computer finish booting up.
If that does not work, POWER CYCLE the DSL MODEM by doing this.
UNPLUG the DSL MODEM POWER CORD from the back of it and wait for a few seconds (30) again and then you should be ok.

check the cables
if your network cuts out at any time just right click the network icon by the pc time
and click on repair that is on the 2 computers you can do this then windows xp will repair the
network for you and it dont take long at all
if you cant set that up

Tell her to tutrn off her router and start it back up again and wait untill all the lights come back on then she should be able to get on. Mine does that quite a bit and i have to turn it off several times a week. I dont know why.

She may have a bad cable...or may be hooking up to the wrong port in the wall....That's a start.
