Seem to me to be a bid for sympathy, or a way excuse their behavior.

Because we're a REactive society. Instead of taking PROactive measures, we only react once something goes awry.
Example: an Indiana hospital recently gave the wrong dosage of medicine to two infants, who ultimately died. The hospital then held a press conference saying it was initiating new safety measures to prevent such an accident from happening again. Why weren't those safety measures already in place?

Example: a group of terrorists plants explosive devices in liquids at Heathrow Airport, and the next day new regulations are in force to prevent passengers from bringing liquids on board airplanes. It is hailed as a 'security measure' - why didn't that 'security measure' already exist if the potential of liquid explosives was even a remote possibility?

Example: a member of Congress is involved in a scandal involving molestation of young boys. So, he immediately resigns and his political allies try their best to put their best foot forward on the issue since it could impale their chances of re-election. Certainly someone had to know - or at least suspect - that such wicked conduct was going on, but it was probably swept under the rug until someone finally noticed the pile of dirt and it became public. Had it never became public, no one would have ever known about it (just as we don't have a clue how many members of Congress are engaging in extra-marital affairs, homosexual couplings, wife-swapping, wife-beating, or financial fraud until the deep, dark secrets can no longer be covered up).

We REact...we aren't PROactive. So check into rehab, apologize profusely for your transgressions, get out, write a book, make millions, and retire happily ever after while still sucking off the taxpayers' teat. -RKO-

What did Clinton do during the Lewinsky scandal? He bombed Iraq. Politicians don't have as much control over the media as they do in other countries. There are a lot of things not being told to us, but when something public is exposed it's open season. Look what happened to Governor McGreevy of NJ. They found he made an arab illegal alien Head of Homeland Security in New Jersey, on top of overspending the NJ budget had all the people outraged and then he resigned. He stayed in office until November, but he resigned several months earlier NOT because he shafted the people of his State. Not because he had no regard for homeland security funds. Not for putting someone in charge of the ports in NJ that would have been vulnerable for the rest of the country as well. He states that he resigned because he lied about his sexual preference. He resigned because he was gay. Media wouldn't leave that one alone?! Now he's written a book and will go down in history as the first homosexual governor (Who was married with children... woo hoo..) Give me a break, and take care of the PEOPLE who voted for you - not the greasy scoundrels that donated to your party..

Pretty much just a way to get ppl to feel sorry for them. They can excuse any behavior by saying, oh i was drunk or stoned or on anti-depressants or 100 other things in order to get sympathy.
But a middle-aged man having on-going communication with teenaged boys goes beyond being drunk once or twice.

Maybe it's because , for the first time , they have finally confronted the problem . What they did was wrong . Trying to "get better" is never a bad thing .
