How can i buy mutual funds abroad?Do i need to open a bank account abroad or can i buy online?Does anybody know if i can start as small as $ 250 for an ETF that tracks the MSCI Emerging Market Index?Thank You.

I don't thin kyou need anything. Just contact the fund or a brokerage firm. Tons of foreign investors are buying US mutual funds, every day. Each fund has their own requirements for miminum balance, etc. The brokerage firm or a fund rep will tell you how to send your money (most likely a wire transfer).
