My CPU seems to boot up, but my monitor displays that it is out of frequency then my monitor hibernates while my CPU continue to run. What should i do?

How can I run it in safe mode? It doesnt display anything except that its out of frequency.

I'm assuming your desktop has a CRT (not an LCD) attached. Someone set the frequency settings to high resulting in your monitor to not beable to handle the settings. Only remedy is to use an LCD to reset it. You can try the suggestion of going into safe mode as well (listed above) to get into safe mode you have to tap the F8 key and select from the list safemode. Now if you don't have any video that could be hard. try hitting up 3 times if you have xp then enter. That should do it! good luck. If not Ask a friend who as an LCD and hook that up.

for safe mode press F8 then choose safe mode but i think your CPU has melted because ur CPU fan is not working it happened to me before and because didnt realise it the CPU said bye bye

Ever checking the cables behind your computer especially the monitor cable?

As soon as you turn on the computer keep pressing F8 key untill you see options to select Safe mode. (Do not keep it pressed)
Once you are in safe mode, adjust your screen resolution then turn on the PC in normal way.

run it in safe mode and change your display setting frequency

Go to Safe mode and then restart ur PC it will be OK

by the buttons on the bottom of your monitor
