Have community watch groups, and a big police presence to keep crime down.

Sexual predators I think are the biggest issue for children, especially teens.
When your talking about a city your talking about nightlife and that is extremely dangerous. I live in NY and most of the "hip" clubs here are in isolated parts of the city where there are a lot of warehouses and whatnot.
Police patrol at night sometimes in these areas, but obviously not enough. Teens, especially girls get attacked here a lot more than it should be.
I wouldnt know what is possible, however there has to be a way to put more restrictions on sexual predators.

Make sure parents and guardians WATCH their kids. I see so many kids just running around like nuts without supervision. It's very dangerous.
