In Victorian times, it was the promiscuous heterosexual that was called gay. During the American Prohibition (alcohol) years it was someone who parties with the then-illegal alcoholic beverages that was gay. Some time around the 1960s the "free love" became quite a bit freer and there was this largely unused adjective. Essentially, if you have had a same-sex sexual experience and you are willingly open to more, you are gay. If you have same-sex desires but haven't done it yet, most folks in this neighborhood would also welcome you as gay. As for seriously, that is more the domain of doers rather than sayers.
