How do you adjust the size of tables and how do you make a navigation bar in one of the cells of the table in order to get it to work in a different cell of the table without using a frame?

Look into using an iframe. It acts like a frame but can be placed anyplace in a page. If you are trying to display another page within a table you can put the iframe into the cell.
