Rocking a baby puts them to slep because it simulates the motion of the mother when the baby is in utero. Usually a baby sleeps when the mother is awake and moving, and then wakes up when the mother is at rest. Hence the perpetual statement by mothers, " Why is this kid always awake when I want to go to sleep?". The motion comforts the baby and allows it to fall asleep.

It simulates the weightlessness of the fluid in the womb. When you rock the baby, it gives a fluid, weightless feeling, similar to the feeling that adults can experience in hammocks (if you want to figure it out). This is also a possible explanation for the innate popularity of hammocks in adults.
