You can cook a nice steak with a loaded bake potato and a nice salad and some wine, or you can do Crab legs and lobster tails with a nice salad.

Oh, sure, of course.
The most romantic thing is setting. Make sure to have nice plates (heart shaped ones are cute though, I know Williams & Sonoma sold some around St. Valentine's Day but I am sure you can find some on Ebay or other places for cheaper prices), candles out, a neat area, etc.
A picnic is always romantic, as is a dinner in a tent (of course, have pillows and blankets in the tent as well. can be indoors or outdoors.)
A juicy steak prepared without barbecue sauce or mashed potatoes goes very well with sauteed string beans. Look up recipies that you love and find a way to make them suit your needs. I love finger foods, so I made mini hotdogs and cooked them in red currant jelly and spicy brown mustard for 15 minutes. trust me, they are unlike any hot dog you have ever had, and they are perfect for a cocktail party. I liked to put toothpicks in them and serve them in martini glasses.
flowers, for setting, are of course a nice choice. but you cant lose with candles.
try to make it a calm atmosphere.
sparkling juices are always fun if you dont want alcohol. of course wine is romantic.
fish is a good choice ,and if you choose to, you can cook some of the things peope say are "aphrodisiacs" such as oysters, cucumbers, chocolate
chocolate is amazing if you can work it into a recipe, but it is not winter yet so i dont suggest anything too heavy.
a lighter option is strawberries, blueberries, and/or raspberries with whipped cream. always amazing, and you can make this a beautiful presentation simply by putting it into something beautiful or arranging it nicely.
look through cookbooks, and if you dont have any, look in the cookbooks at bookstores. try to imagine your night, what flavor you want to give it. choose recipies you love and write them down.
dont forget music! billie holiday is a great choice, as is Madeleine Peyroux if you want some jazz.
tango music is always spicier and sexier.
jack johnson is probably one of the most romantic singers ever, especially his album "in between dreams."

A nice clean place is essential..
No kids or other distractions...
find out his favorite dinner (if you already don't know)
send him an invitation to dinner (via card not email)
fix 98% of the dinner then find something nice... sexy.. reveling to wear to serve dinner in..
dont forget the candels, music (soft jazz works best for guys I've found) and take the phone off the hook and turn off the cellls!!!!
then for desert - go out and buy one of those chocolate fountains and get some strawberries and some whipped cream. get this set up in the living room for later...
Once dinner is done invite him into the living room for some old fashion necking.... then when its time for desert... simply, seducitivly enjoy the berries and chocolate.. you may even have him dibble some on you while he enjoys his desert...

Candles nice set table, we have steak with sauted mushrooms and a baked potatoe with a nice veggie , salad and a good wine.. and some nice low jazz music in background.. just you and your other half.. hope this helps a little ..

FIND out what he really loves to eat from another person other than him. find out what he loves to smell, what candles he loves and take it from there. he'll enjoy every moment of it. watch a movie, listen to slow music..but keep it clean. :) that would make it really special and romantic. keeping it clean
