Yes and no.

The US Bill of Rights quite plainly states that the right of the people to keep and bear arms shall not be infringed. Unfortunately, there are those who incorrectly attempt to argue that this right is a collective right rather than an individual right in spite of the fact that in every other instance in that document the phrase "the people" clearly is intended to mean individuals.

However, the rights of minors are restricted until they become legal adults. An example of this is the right to vote. The citizenry in this country has the right to vote. However, minors do not have the right to vote until they come of legal age.

Firearms laws in the US vary widely from state to state. However, in general there is a clear distinction between use, possession, and ownership. In my state (Texas) a minor can posses and use a firearm (generally under the supervision of an adult), for example "plinking" at tin cans out on the ranch or at targets at the shooting range. It is my understanding that a minor can own a firearm just as (s)he can own a car before reaching an age where (s)he can legally drive it on the highway. However, a minor cannot purchase a firearm nor can a minor obtain a CHL (concealed carry license).

Kids should be allowed to bare their arms, weather permitting.

Bears shouldn't be allowed anywhere near kids with bare arms.

Sorry, if adults are not smart enough to carry a gun, kids are definately not smart enough.

If you mean "wearing tank tops".....well, nobody's passed a law against that, yet....
