The black flag
The solid black flag is used to summon a driver to the pits. It is usually used to punish a driver or team for disobeying the rules. The car number of the summoned driver is displayed in a designated place near the flagstand or occasionally on the flag itself. Black flags can be waved at all observation posts simultaneously to order all drivers to clear the track after the starter waves the red flag.

The black flag is officially called "the consultation flag." It means that the driver who receives it must pit to respond to a NASCAR concern.
Frequently the black flag is given to a driver who breaks a rule of some type such as breaking the speed limit on pit road. It can also be given to a driver who's car is smoking, dropping pieces on the race track (or in danger of doing so) or a driver who is not maintaining the minimum safe speed on the race track.
A driver receiving a black flag must pit within five laps.
Black flag with aWhite X:
If a driver does not pit within five laps of receiving a black flag they will be shown a black flag with a white 'X' on it. This flag tells the driver that they are no longer being scored by NASCAR and have effectively been disqualified from the race until they obey the previous black flag and pit.

The black flag is used to summon a car off the track and into the pits because there is a problem with the car or the driver is driving the car below the minimum required track speed. If the driver is given the black flag, they have to come into the pits within 2 laps or they stop scoring the laps.

When a driver is given the "Black Flag" he must leave the race track. Generally this is due to a mechanical problem on his vehicle that is making it unsafe for the other drivers. It could also be caused by the driver doing things that are illegal and indangering the other drivers.
Since finishing a race generally means some type of payout, driving until your can't any more is the norm and most drivers will stay out if at all possible so they can get some payout.
A black flag can last for a lap or the driver can be completely put out of the race. If they can repair the problem and get back out before the race is over, then they are allowed. However, when the driver is black flagged for his actions (not mechanical) generally they are not allowed back out.

Being blackflagged is really bad for a driver because they have to come down pit road and sit in their pit box for a lap and its basically an easy way to go a lap down without the leader passing you and if you want it back you got to do it the hard way because I don't think the lucky dog counts if you get black flagged I may be wrong. Their are a ton of ways to get black flagged for instance, going down below the yellow line when their isnt a wreck if their is it won't count, then speeding through pit road, aggressive driving, or basically doing something that is afainst the rules can get you black flagged if NASCAR sees it.

The black flag is displayed if the car has something wrong with it that could endanger other drivers ( smoke, oil leak, etc..) or if the driver committed an infraction such as speeding on pit road. The driver of that car must go to the pits and fix what ever problem occurred.

It means that car has to pit. They give you 5 laps to pit and quit scoring your car if you stay out past that.
They can be given for several reasons like: car is smoking, lose parts, missing parts, dripping fluids, going too slow, carrying equipment out of the pits, rough or reckless driving, and others I'm forgetting.
As for the race Busch race Sat., the car was missing a right side window. The right side window is required at some tracks, not all of them. Why they let the car start the race without one, is an issue that's probably got some official in trouble this week.

there's a black sq. container lower than the flagman's stand that shows the drivers automobile volume electronically, and the flagman waves a black flag, and factors on the motive force even as he comes through.. Then NASCAR notifies the crew chief..

The black flag is given to someone that has violated the rules or has some thing that could endanger other drivers and or crews or the driver him self.They must go to the pits to rectify the problem.Or to park their car if is not up to NASCAR safety standards.

He didn't get black flagged for not having his right window up - he got black flagged because he no longer had a right window.
Black flag is a penalty - it means you have to pit immediately, and that you are no longer being scored by the race officials.
Stock Cars don't have a left window - they have a net - but they have a right window. It is affixed to the car - it doesn't roll down or up - it's plexi-glass. Occasionally, one falls out. The car is then out of spec - out of compliance, and thus is in violation - and the driver is then black-flagged and has to pit to resolve the issue.
