Check with your congressman. He got congressional approval for each of these actions according to the guidelines of the Constitution.

Article 2, section 2 makes him Commander in Chief; thus the power to direct the military.

As far as Katrina goes, he had NO power to use Federal troops or federal money.

Military- commander an chief
Katrina- incompetent Governor and Mayer, they ask for assistance from Federal, because they were so incompetent. Federal cannot intervene until asked by Governor.
