Yes it does. The law is as follows:
The age of consent for both heterosexual and homosexual intercourse is 16 in England. ‘Sex’ means penetrative sex, oral sex or mutual masturbation.
It is illegal for anyone over the age of 10 (male or female) to have sex with a young woman or young man who is under the age of 16.
It is an absolute offence for anyone over the age of 10 to have sex with a girl or boy under the age of 13. This means there can be no defence in these circumstances.
If an underage girl consents to sex, or if the man or boy thinks she’s 16 or over, it is still illegal. If the girl is under 13 then there is no defence and it will be treated as rape, which has a maximum sentence of life imprisonment. If she is aged between 13 and 15, the man could receive up to two years in prison. The man may not be found guilty if he is under 24 years old, has never been charged with having underage sex before and genuinely believed the girl was over 16.
Sex laws apply to both women and men. If a female over the age of ten has any form of sex with a boy or girl under the age of 16 then she also may be charged with sexual assault or even rape.
It is illegal for a person over 18 to have sex with a person under 18 (but who is 16 or over) if they are in a position of trust. For example, it is illegal for a teacher to have sex with a pupil aged under 18.

yes 16 but where I live, nobody follows that law. Infact most people have done it before 14 years old.
