What Norway IS a member of is the "European Economic Area" (EEA). There are four countries -- Norway, Iceland, Liechtenstein and Switzerland -- that for special reasons (oil, fish, strict neutrality) do not want to be part of the EU and don't have a say in forming its policies, but want free trade with the EU. These four belong to EFTA, the European Free Trade Area. EFTA + EU = EEA. For some purposes, such as where you can use your European health insurance card(formerly your E111), the EEA is what matters to us individuals. But mostly the EEA is about trade.
