I'm fairly certain that when he goes to pick his ticket up and check in for the plane, they will make him purchase an extra seat and if there is no room on the plane for an extra seat they may make him wait. The system may discriminate against fat people, but it is equally unfair to allow them to spill over onto their neighbor who also has the right to be comfortable.
Although realistically, they probably won't really do anything unless the neighbor complains...so if you sit next to a guy who is too big for one seat, let the stewardess know you are uncomfortable and they may be able to move you.

If the man cannot fit into his one purchased seat, he is asked to purchase an additional seat. If he chooses not too then he is not supposed to fly. The person next to him should not be inconvenienced. If, by chance, the ground personnel "miss" this, then the cabin crew needs to make other arrangements for him, up to and including bumping him from the flight.
Normally very obese people do not want to be that way. They either have a medical or psychological condition. I know most people are not sympathetic to this, but it is true. Usually most very obese people are very aware of the limitations on airplanes and will address this themselves. They are more worried about it than the rest of us. If someone does not choose to address this himself, then, unfortunately his deserves to be embarrassed this way.

There has been talk of charging extra for heavy people, I don't know if they have done that yet. The airlines could try to accommodate you if the plain is not full by giving you the seat where no one is next to you.

first of all, there nobody to blame. it's not about blaming somebody.
the key question here, is that the operation have been done over the internet.
if it was been done personally, despite the fact that there's not a "public" policy about it, the airlane staff are already instructed about that situations.
In this case, if the airline e-system, does not consider the weight of a person, it is the airline who have to figure out the solution, without any charge for the customer.
