Though I'm sure there are some "truths" in the magazine, it's a good idea to keep the following point in mind; it is a magazine that heavily influences the fashion and beauty industry, whose main goal is to sway you with whatever products they are advertising, even if you are simply 'reading' an article.
You can find both truth and lies anywhere you really want to, but there are certainly better, more reliable publications than "Seventeen" for real information about whatever interests you.

Truth is relative. Find one that works.
To assume that there is ONE objective truth that can be found in a fashion magazine aimed at young adults is probably asking too much.
We find very little "scientific truths" about the universe. And THAT sort of fact would endure empirical testing and evaluation. Popular magazines don't have to go through that sort of critical analysis. People report on what they believe.

A few years ago, an ex-senior editor at some major fashion or woman's magazine admitted that they made up lots of the content of the magazine. Faked the surveys, ghost-wrote the articles, used pseudonyms to pretend they were other people while writing things, etc.
They admitted that they made up fads, let advertisers or other financial or special interests dictate the content, and so forth.
Sounds to me like that puts them in the same general category as a sleazy supermarket tabloid, but on the other hand, I cannot honestly blame them for falling into that trap- even major news programs have been caught doing similar things.
Bottom line- we need to learn the difference, in America, between facts, news, truth, entertainment, docudrama, etc.

I am not quite sure what you are asking, but my answer would have to be that yes, Seventeen does contain truth. They try to teach us the importance of acceptance, which in itself contains truth. My only complaint would be that sometimes they try to hard to please everybody, but ya gotta do what ya gotta do.

It's a beauty magazine. Take it with a grain of salt. It's not meant to enlighten people, except as to what the latest fashions are.
