They arn't necessarily "me" or "xp" harddrives. The hardrive just stores the data...think of it like a shed...you don't necessarily buy a lawn care product shed or a bike shed...you buy a general use shed and put what ever you want in it.
You can have 2 harddrives but you will be accessing them from one OS (XP) and you will not have your old OS (ME).
This requires setup and if you don't know what you are doing and arn't computer savy it may just be quicker to take a trip to best buy or your local computer store...but it can be done!

I have good news. Yes, you can! In fact, there is a system called RAID (Redundant Array of Independent Disks), which allows you to run multiple hard drives so they work as one, although I would not recommend it (see en.wikipedia.org/wiki/RAID). However, if you would rather just see the information from the first HD get transferred to the second HD, so that you would not need two computers for different information, it would be easier to just grab the information (using an external drive, disk, or recovery service [although the latter is always the most expensive]) and transfer it to the second HD. A word of caution, however; when transferring information from the first HD (the Windows ME) to the second HD (the Windows XP), be sure that the second HD has the capacity to hold all of the old information, as well as still be useful for new information. If the WinXP hard drive doesn't have much more capacity than the WinMe one, maybe you could purchase a new HD for the WinXP (although I wouldn't worry. It probably has a high-enough capacity).

your question is not really clear as to exactly what you want to do. You now have 2 computers. Your options are: 1, use a KVM switch (cheap at Wilmart) and run both machine on one monitor. 2, attach your ME hard drive as a slave on the XP machine,(you will be able to access all your files by clicking on the drive.
If u want to dual both your machine then you have install the ME hard into the faster machine and let it install all drivers necessary, then place the XP hard drive into the machine as slave, and reinstall XP (not upgrade) on the new Hard drive. you will have a nice dual boot system

Do you mean dual boot both operating systems on both drives?
If this is what you mean, then yes.
If your BIOS has a boot menu to select which drive to boot from, then you can use that to determine which operating system you want to boot up. I have a DOS primary partition on my second drive, and I just have to press F11 on bootup to select which drive I want to boot from.
If your BIOS does not have this feature, then you can buy a disk partitioning program that will allow you to boot from different partitions.
There are also free multi-boot programs out on the Internet (Google search for them).
