You can buy wool shavers. They are a bit like a mens electric shaver but the holes in the foil are bigger! Had mine for years and it still works fine

wrap either sticky tape or parcel tape round your hand, sticky side up and press on the garment, this will take the bobbles of without harming the garment. Also when washing the garment put it inside a pillowcase to protect it.

You can just lightly run a shaving razor (wet type but dry in this instance and avoid the ones with a strip of soap or whatever on them,not electric razors) over the wool.
There are battery operated ones available when you can find them but we bought one and the head broke on it after the 4th or 5th use.

Use a disposable razor. Run it gently over the garment & you should be OK.
