Considering Woodward taped all the conversations and Laura Bush and all the military leaders, as well as Bush's aids, wouldn't dare to challenge their own voices and words on the tapes, it's highly likely Woodward tells the truth here.
However, that doesn't legally mean that Bush lied. It only means that all those around him directly or indirectly claim he did.

Good Question, but just where are the right winger now? You would think the herd would be trampling this question into he dust, but no, I think they are waiting until they get a script from one of their so called Think Tanks, or better named, propaganda approving centers.
Your question of course has only one answer, Bush has been all but caught speaking falsehoods and promising victories. Poor man is almost pitiful in his rage, but all the anger in the world is not going to change the terrible damage he and his friends have caused the American people to suffer.
I can see Karl Rove holding a sobbing Bush and whispering little merry go round songs in Bush's ear. "Now Now Bushy, our plan is still working as long as you say it is working. ""Come Join the Kids going round and round on hand crave horses and smiling clowns. Oh we go circling and up and down while golden steads lift you to the crown.""
Rove say, "Come on Bushy do your imitation of a Mussolini screaming out his window at the crowd of loving White House Staff all wondering and hoping if their new job offer comes through like today!"
It is way past time for the Republicans to go!

What is the DOCUMENTED proof that Woodward has? He is reporting mostly hearsay and innuendo. Where he claims to have facts, he doesn't attribute those facts so that we may verify them. So why should I trust him?
Hmm?
You are a fool if you trust either of them beyond what your own senses can see, hear, or touch.

Some experts and commentators have cast some doubt on the 'facts' and conclusions of mr woodward (who makes a LOT of money with his sensational books) but I guess much of which side you believe will depend on whose ox is getting gored here.
I am personally sick of the partisan mud wrestling and other horsesh*t in politics today.

"Documented proof"?
That's pretty funny. Let's see this "documented proof".
Recall, this is the same guy who fabricated "confessions" from William Casey on his deathbed, and fabricated conversations between Colin Powell and the Saudi ambassador.
Is this "documented proof" more reliable than Dan Rather's "fake but accurate" forgeries?

Bush and all his cronies, costing us more than 2700 US soldiers lives, untold number of injured soldiers, untold number of dead Iraqis, and a civil war as as his legacy.
Oh! and were at more risk now than ever before.
