I want to buy a Playstation 3. I don't know of any way to pre order it so I'm looking for advice on how to get my hands on it. It comes out on November 17th this year.

Stand in line at a computer gaming store the day before and you'll have a very slim chance of getting one. They are only releasing 400,000 units in the U.S. You can pre-order all the games you want, but not the machines.
