Everyone in any comic book universe is ageless, specifically. You could speculate that Babs may have been anywhere from her mid-twenties to late thirties when it happened, but you'll never know. Batman's been fighting crime in Gotham for almost 70 years now, but he doesn't look a day over 40. *lol*

This was AFTER she had served a full term as a congresswoman, and Dick Grayson had grown up enough for him to appreciate her without slobbering over her. So, say around thirty. Dick was probably around twenty six by then, and Batman was on his third or fourth Robin.
