virtually anything which is written signed dated and witnessed can be submitted as a legal document. in some cases you dont even need it to be witnessed etc.
regarding legal memos it seems you are asking for templates or language help? try the law society's website and you may be able to purchase books which will answer your question in detail. or go to your local library look in the law section and there should be some books there that you can borrow

At law school we were always taught to structure ours in the following way:
Facts
(As presented to you by your client)
Issues
(Your assessment of the legal issues thrown up by the facts)
Law
(The law that applies to the above issues)
Advice
(Apply the law to the issues and advise your client)
But now I'm in practice I just write them any old how!
