set up on other pc but still the same tried factory settings still blurry

I'm going to assume you have an old CRT flat screen monitor, not an LCD. If this is the case, it's time for a new monitor - as it ages, a CRT deteriorates in several ways - the phosphors wear out and brightness fades, components degrade and focusing starts to fail - it sounds like you just need a new one.

If in fact you have an LCD monitor, there are a couple possibilities - perhaps you are set to a lower screen resolution than the monitor is designed for - some LCD's are better than others at displaying lower resolutions than they are designed for, but all are blurry to an extent if used at anything less than full resolution. A quick guide (these are general, there are exceptions) - 15" lcd generally should be set for 1024x768. 17" 1280x1024. 19" and above 1600x1200. Like I said though there are exceptions - find the specs for your monitor to be sure.

Another possible problem with an LCD is an analog sync problem. Make sure your video card is set to refresh at 60Hz. Some can handle 75Hz, but there is no benefit to doing this on a flat panel, so resetting to 60Hz may help. If your Monitor and video card both have a DVI port, that would most certainly solve your problem as there would be no need to sync with an Analog signal.

Try increasing the resolution on the other PC by going to the Display tool in the Control Panel. Click on the Settings tab and try sliding the Screen Resolution setting one setting higher.
