its about the vietnam war in my opinon, read the lyrics. i'm not saying there wasnt any terrorists then, however, in 1984 we were SUPPORTING some terrorists and Islamic radical groups.

It defines his frustration at being misused. It is a valid lament, as a young man, free, white and 21, he has been reduced to a tool for killing Vietnamese, and working in a pollution belching New Jersey refinery, spending time in jail and other dead-end activities instead of the soaring lofty ideals of the promise of the pursuit of happiness.
The other thing this song means to me is that my daughter who would not talk otherwise would shout the refrain at the top of her lungs whenever she heard this song! She was all of two, and Bruce touched her somehow!
