In statistics, a random number is a single observation (outcome) of a specified random variable. Where no distribution is specified, the continuous uniform distribution on the interval [0,1) is often intended.

In an informal sense, there is some circularity in this definition as the idea of random variable itself rests on the concept of randomness.

Numbers chosen without bias. A machine might be able to do it but really the only way to do it is by choosing blindly from a predetermined set of numbers. That is flawed too by the limit of numbers in the set. You are asking a question about infinite numbers used for finite purposes.
