A geosynchronous earth satellite can remain directly overhead in Singapore but not San Francisco....why?

A geosynchronous earth satellight is one that circles the earth at the same rate as the earth spinning; along the line of the equator; as Singapore is closer to the equator than San Frnacisco the satellight appears to be overhead; mainly ebcause it pretty much is. san franciso which is further away from the equator recieves a lower angled satalight due to the curviture of the the earth

It has to do with how close the city is to the Equator. Imagine a plane slicing through the Earth at the Equator, perpendicular to the Earth's axis of rotation. If a Geosynch satellite (a satellite whose orbital speed is synchronous to the Earth's rotation rate) is placed into a circular orbit in this plane, it will appear to be stationary above the Earth. That is, from an observer's point of view on Earth. (By the way, this special case of Geosynchronous orbit is called Geostationary orbit.)

However, for a Geosych satellite to pass over San Fransisco, the plane of the orbit will have to be placed at an Angle to the Earth's axis of rotation, and no longer slicing through the Equator. Keep in mind, the satellite is in motion around the Earth in this plane. Hence, if the satellite is placed in a circular orbit in this plane, it will now appear to move North and South, in a kind of oscillatory motion, throughout the day.

Several answers above are basically correct, but let me point out
the difference between

geosynchronous orbit---A satellite orbit with a 24 hour period. With respect to the ground , such a satellite will make a north-south figure "8" over the course of a day. The center of the "8" remains on the same point on the equator.

geostationary orbit--- A geosynchronous orbit where the figure "8" shape has a small size. The satellite therefore remains stationary over a point on the equator.

I frankly don't know why it couldn't be over SF. Geosync simply means the satellite is in sync with the Earth's rotation; so that it appears fixed overhead...wherever "overhead" is. In fact, San Francisco has several satellites synced over or nearly over it. I use them for my GPS and satellite TV. I live in the SF Bay area.

It's been a while since I studied satellite mechanics, but I do recall there are preferable launch parameters (e.g., direction, latitude, height), but they are only preferable because of energy, cost, usefulness, and so on considerations. Other than the preferences, I don't recall any constraints on where a satellite can be put into sync with the Earth's rotation.
