I believe in the actual Finals, the answer is Mexico. Not that they get thrashed regularly, just that they qualify very often and as such concede more goals, due to more games played.

Germany. They have conceded a total of 112 goals in World cup Tournaments. Not including qualifying.
Most goals concede in one tournament is 16 by South Korea in 1954.

One of the goals in the Belgium match was an own goal conceded by England in extra time, and so the regulation time record is the four goals conceded in the Uruguay match.
