It could work, but you'll need something very strong to support the structure from collapsing. Also you need good transport system to transport food and other supplies.
But overall, I think it's a great idea!

It would be best for the government to have an agreement with the home countries of all the foreign prison inmates. Then they are able to repatriate the criminals, with the guarantee they will be forced to serve their allotted time in prison there, without the luxuries they enjoy here.
This will free many spaces.
Also, people are being put into prison for not paying fines and taxes, when community service would serve as a much better option.

For the cost of flying people to oil rigs, paying guards mre money as they are away from home, buying the rig, upgrading the security and establishing supplies to the rig it would cost so much you might as well spend the same ammount and build new prisons on the mainland.

although good in theory i think it would cost far too much money in practice. aside from all the costs associated with running the prison, such as food, supplies, healthcare etc you would also have to consider the travel costs for not just the prisoners but the staff too who would demand much higher salaries due to the danger involved with being out at sea and almost being prisoners themselves. also every prisoner has rights to visitors which in my opinion is extremely important, not necessarily for the benefit of the prisoner but for the benefit of the family especially children who have not actually committed a crime themselves.

I'd prefer to see them use some of the many uninhabited islands off the West coast of Scotland. I'd build basic structures no more and I would airdrop supplies in once a month. No prison staff would be necessary and there would be little chance of escape.

Hang murderers. Castrate rapists and child abusers. Cut hands of theives, drug abusers and violent offenders. Solves overcrowding and cuts down on re-offendiing.
