I think that it's because when the governments started planning them, it was called a "public housing project", as in it was an idea....a BAD one.

At one time they were officially known as "federal housing projects".
Where I'm from, they were called "back-a-town" because they were located behind downtown.
As in "I stay over wit my auntee back-a-town"

because the people that live there (most of them) are low income or no income at all. There on welfare and they really don't care about keeping up the grounds and themselves. When you are working and buying your things you tend to care about them more and will take care of your property. The projects are usually not safe to go to and so on.
