You can install free program call Orb in your computer and connect your webcam to it. You will be able to view your webcam from other computers.

Using Orb, you can also find your music, photos, video in your computer and access from any other computers that has internet access.
If your PC has a TV tuner, you can watch live or recorded TV also from the other computers.
Orb will streams your selection from your home PC to the other computer you are using.

If you're the one hosting the webcams, you have to use a dynamic IP service that will update the DNS records with the new IP each time it changes. Check out www.dnsexit.com for more info. I use them for my web cam with no fixed IP.
