Email affixes are derived from the domain of the website hosting the email, there is nothing for Vancouver. There are websites with .ca at the end (.ca designates it as Canadian) so they can set up email addresses with the .ca affix. You need to register a domain with the .ca extension, then set up the email accounts on the host server.

Take a look at the list of country codes:

http://www.uwhois.com/cgi/domains.cgi?User=NoAds

They only go as far as country, there is no code for cities, e.g. Vancouver.

Generally canadian based websites have a ".ca" at the end. Such as mail.yahoo.ca

.ca for Canada.

Prefixes don't go down to city level, just country level.
