When I get new e-mails it will say that the e-mail was sent 2 hours earlier then it really was. i.e. It's 9:51 but the e-mail i just got says it was sent at 7:51

Eastern Time in the US is GMT -5:00
Central is GMT -6:00
Pacific GMT -7:00
A lot of time settings correspond to Greenwich Mean Time.

Theres usually a setting either in your profile or in the options for your webmail that allows you to set your timezone. Doing so should correct the time displays.

I cant be more specific, as you did not state who your email provider is.

That's because the time is marked according to where the email company is! Like I'm on EST but all my yahoo emails are marked PST!
