The bureaucrats are the permanent members of the government, whereas the political leaders provide the temporary leadership. The political leadership is to frame policies to be implemented by the bureaucrats. The political leadership is not supposed to interfere with the day to day functioning of the government. Political leaders will give direction and guidance to the officials of the government. They are accountable to the Parliament. The officials are answerable to the political leadership for their commissions and omissions.

A perfect government should have a smooth understanding between these leaders of the government, so as to serve the interests of the people.
