it really depends on the shape and size of your eyes.....if you have really big open and bright eyes.....i'd say lay off the liner, but if you have dark eyes that are open and big....then, lay on the liner, bottom and top, in fact try a little swoosh at the end of the top line to make your lask lines look longer. I have dark eyes and their almond shaped, so I typically go w/ a thin line along both top andbottom and very slightly extend the top line.........If you're wondering about color.......Black eyeliner is always a winner....but if you're going for a more natural look, find a color that more suits you're actual lash and brow color.....Either way, you are bound to look fabulous!

When applying an eyeliner, draw a line close to your lashes, from the inner corner of your eye to the outer corner. Your hand may seem a little unsteady at first, but with practice, you'll soon be able to apply the eyeliner on your lower lashes too.

Rest your palm against your chin for a more skilful application. Use a thin line during the day and a thicker line at night.

It depends on the time of day, and the reason you're wearing make-up. For day wear, put it halfway across the lids, from outside towards the middle. For night wear, either rim the whole shape of the eyelids, or just do the upper lid and halfway on the bottom, from outer to middle. There are also different colors you can use for different moods, looks and occasions. In the daytime, you can use brown, so that it looks more natural. Black is best for night. Sometimes using blue, green or purple can be used if you smudge the lines with a cotton swab. You might decide that it's enough color and you won't have to bother with eye shadow. Play with it, in front of the mirror. Use different lighting too, so that you'll know what it will look like in the day or nighttime. Also, if you could watch What Not To Wear, they have a professional make-up artist who shows how to apply make-up for certain kinds of looks, faces, and eye coloring. Remember, you're trying to enhance your eyes, not look like Bozo the clown. Brown eyes look good in just about any color. Green eyes look best in natural colors, like browns and corals. Blue eyes look best in pinks & purples. Have fun with color, but don't over-do it. The whole idea is to look as natural as possible, enhancing what you've got, not covering it up with garish colors. I put eyeliner on all the time, all you have to do is carefully and gently fold your bottom part of your eye open a bit so u cn see the pink bit which attaches the eyelashes. Put it on and to do the top you do your eyeliner as close to the eyelashes as you can then quickly smudge it, it looks better good luck

i use black eyeliner pencil
thin line on the bottom lid above the lashes on the white line
and if im going somewhere cool, i will also colour in the top lid with black eyeliner
also adding a line coming out the side of the eye [opposite side of nose]

Use the pencil kind; Put it on your bottom lids first and then do your top lids. If you think it is too much or too dark, add eyeshadow over the eyeliner. (a neutral color of eyeshadow.) That helps smooth it out.

put pencil eyeliner at the lash line on the upper lid and below the lashes on the lower lid do not put it on the inside of the lower lid this can cause and eye infection not to mention colorful eye goo in the corners of your eye.

my eyeliner brush
i can turn any eyeshadow into eyeliner, and i can apply it directly on my lash line so it makes my lashes look fuller
the brushes are about 7 dollars at walgreens

I put my eyeliner on thin on the lower lid and thicker on the top the top i put it all the way across. and bottom too. dont put it on top of lashes it could cause an infection.

Dot it on the inside rim of your lower lid and smudge it across with a cotton bud, use white to open up eyes and black for a dramatic more noticable effect.
