Yes, most colleges do have homecoming queens. However, that should not be the reason for picking a specific college.

I remember in Legally Blonde, Elle (Reese Witherspoon's character) said that she was homecoming queen while in college, so there probably is such a thing. She went to a state college, if I remember correctly.
