of course the Netherlands will convert to "wintertime" october 29th so unless California changes on that same day the difference will be either 8 or 10 hours for the time between october 29th and the day California goes to "wintertime"

There is a nine hour difference. Europe and the states in the U.S. change time the same weekend in the fall, and Europe changes one weekend before the States in the spring.
