Walk up to her and say "Hi, you must be new. My name is Bob." She'll introduce herself back. You can ask what school she attended before, and leave it with "Well, it was nice meeting you. Let know if you need help finding your way around."
You're not coming off as desperate or with an agenda. If I were her, I'd think you were sweet for trying to be so helpful.

Well first of be your self cause if you try to be something your not then your being desperate. Find out things about her that not everyone knows become her friend frist then after listening to her tell you about herself and open up to you then you can see if she is what you really want that way no one gets hurt! Then if you still want to go out with her take her somewhere where it's just the two of you and open up to her be romantic not desperate and show her the time of her life. If she doesn't answer or she says no don.t get hurt just give it time and still show her your best remember boy friends might come in go for girls but a friend is for life it's what is wanted when a girl trys to find her love of her life! Oh and go slow don't be so quick about the whole thing iether trust me and you should have no problem. Good luck!!!!

If she has friends make sure you are in good terms with her friends then when it happens that they are around her, you try starting a conversation with her friends and she will be force to join.
Then when you don't know her name you can just try bring an issue on board and try using her name thereby asking her for her name and you say yours in return.

I think if you treat her like you would anyone else you will find you won't sound desperate.

just walk up to her and say hi my name is "blah blah" and take it from there ........there really isnt any way you would sound desperate unless you said come over to your place or go on a date after the first 30 seconds of talking to her.....good luck

Depends on what your intentions are. If you just want for her to feel welcome, then she probably won't mind you coming over and introducing yourself. If you're trying to make friends without knowing anything about her, she'll think you're pushy.
