Yes. Every place that I have ever lived the county or city that you reside in required a permit. (Wa, Ore, Colo, Id)

Not so long as you're not making any architectural changes to the structure , I would think not. Local codes do vary and can be very picky about some things,so, call a contractor or city hall to be sure. You wouldn't want to get caught with your pants down.(so to speak ! )

Sploosh is correct. Check with your town or village for code requirements. Big hint: If they do require a permit and you are going to do the repairs yourself just list under "family" repairs...not "contractor".
