I just signed a lease in a nice chicago neighborhood renting an upstairs room in an old house -there are four units and i have one in the upper back. yea !!!

Problems-I moved in and it was filthy ! my friend was mad and said it is standard that landlords paint and wash the carpet. it was not. i called the landlord she said that it is not standard and is "as is" per the lease-it says so on the lease. my bad.

OK here is what i dont get. She said i am in charge of utilities. but on my lease it states that the landlord pays for heat, water, and electricity.

But she called me and reminded me to call the electric company to put it under my name.

I dont want to call her to bother her more becaue i am confused. And since the house is shared with other units do i have to pay a split fee what they are using? this is my first time and it is so confusing to me

If the lease says it is their responsibility, then they have to take care of it. Just point out that part of the lease, like she is confused. She is then obligated to make sure the utilities are turned on, or she can get into trouble, so don't let her pressure you to do it yourself. Just keep it light and non-accusatory, as you don't want to get off on the wrong foot.

If you are incorrect about the lease, it is probably that the unit is wired separately from the others, even if it is a house. Better ask the utilities office.

My best advice is to get a lawyer. Your landlord must honor what her lease states. If it says the landlord is responsible for water,heat,and electricity then believe me she is. A lease is a legally binding contract and cannot be altered verbally. As for the apartment not being cleaned I am not sure what Chicago's rental codes are but here in Virginia a landlord must have an apartment cleaned and ready unless the tenant moving in agrees to take it as is.

If it states in your contract that she pay's for the utilities then don't put in your name, let her pay for the utilities and if she questions you remind her that it is in the lease. As far as the cleaning goes it it up to the managment to clean or not. When it comes time for you to move in order to get your deposit back the apt must be in the same condition as it was when you moved in, so if it was dirty when you moved in then it can be dirty when you move out and theres nothing she can do to keep your deposit unless there is damage done to the apt. I recomend calling the Chicago state tennant and landloard rules and regulations thru the housing authority and request a copy. They provide them free of cost and get one for your landloard too that way she knows what her responsibilities are so you don't end up getting screwed over and end up in court. you can also view this booklet online free also hope this helps you Good Luck.

If you can consult a lawyer do it. Landlords are becoming increasingly lazy and will try anything 2 save money. Take pictures of the house as it is and dont feel bad 4 asking her questions. You pay her bills basicaly and its your right 2 know and understand the agreement.

you have rights and the lease states what you can and cant do, so no she has to tuen on the lights, tell her its in the lease. she cant kick you out either thts the beauty of it, a landlord cant just kick out a tenent the dont like, there has to be a reason. read you rights man, go to the library and get the handbook on tenet, landlord rights.

basically you don't have to settle for filth. regardless of what the lease says would your landlord make her abode there? i see the utilities part as false advertisement. basically you'll only be paying for the electricity, heat, and water you use.
