I would create a wind driven Mobile, i.e., a work of art that was changed moment by moment by shifting wind forces.

Consider a metal frame in the shape of several crescents with a pivot point in the center of balance. Your plastic and fabrics could be the surface of the crescent frames.

The concrete would be poured into a large bowl or can for the base.

The sealant would be used to attach the cloth and plastic to the metal frames.

Now the trick is to bend (shape) the frames into some really cool looking designs which turn inside themselves on pivot pins which are soldered/brazed/welded to the metal frames. One central post needs to be attached to the base and mounted into the concrete to hole the contraption errect.

The effect that you wish to achieve is an ever changing overall design whose changes are influenced by the wind. Select your plastics and fabrics in such a way that the light passing through them or shining down upon them makes interesting patterns and changing colors.

Not to expensive to build, but mind boggling to see when completed.

A ship. We actually had ships made of or with concrete in WW II I think. Of course PT boats were made of plywood but that is another story.
