You need an agent who is experienced in working with groups. How large of a group is going? A good travel agent consists of many things. A good agent has to know what questions to ask you in order to determine the best resort choice for you in Jamaica based on the travelers and your budget.
Also never hurts on a person who has been to Jamaica. Also you want to make sure that the person is experienced which you wouldn't even need to ask usually a person can tell in just speaking with the person. No agent has the answers to all questions, but a good agent will find out the answer instead of making one up!

We did a group and used AAA. They were knowledgeable, picked the hotels we wanted, and allowed us to make payments with a small down payment.
It's also convenient if not everyone in your gorup is from the same area as there are AAA offices everywhere and they can reference your group at any office.
