While Amsterdam has long been famous for its nicotine-stained "brown cafés," these days "coffeeshop" refers to a place where the Dutch gather to buy and smoke marijuana. While hard drugs are strictly illegal and there seems to be no interest in making them legal, marijuana is sold openly in coffeeshops throughout the Netherlands.

Cannabis remains a controlled substance in the Netherlands and both possession and production for personal use are still misdemeanors, punishable by fine. Coffee shops are also illegal according to the statutes.

However, a policy of non-enforcement has led to a situation where reliance upon non-enforcement has become common, and because of this the courts have ruled against the government when individual cases were prosecuted.

In Amsterdam it is illegal, but that is just because of trade and commerce; Netherlanders do not, in fact, see anything wrong or immoral about smoking marijuana, and so even though it is illegal, you can buy it most anywhere, and smoke it in public sight without being arrested (and I would know. I went to Amsterdam last summer for a few days with my sister and every club/cafe we went into there were people sitting at chairs smoking joints, and at one cafe in particular, there was a hookah at every table.) You can buy ANYTHING in the Red Light District, too, and I mean ANYTHING. Whenever I would walk through the RLD, people would be trying to push heroin and cocaine and meth; it was madness. Marijuana can be bought anywhere in Amsterdam though; people will be offering to sell you some as soon as you step off the boat.

Of course not. Not even in Holland. There are rules of restriction of limited buying and selling. So only small portions are sold in the Netherlands but it has never been officially legalized according to law. A lot people tend to forget that because they see it is sold in coffee shops. In the Netherlands we have an open mind when it comes to smoking a joint once in a while.

The Netherlands, more specifically Amsterdam, though regulated is about as liberal as you can get when it comes to Mary Jane. However most of the European countries have a decriminalized policy when it comes to Hashish. Germany for instance allows for a person to have up to 2.5 grams of weed on their person. You can not spoke on public property but no one is really going to bother you.
France, however has a policy more to the liking of the United States. It's kind of funny but the US and France have the highest amount of teenage drug use as well. The Netherlands and more liberal countries have much lower usage rates amongst their youth.
If you cross into Eastern Europe pretty much everything is fair game.
But for the best bang for your buck Amsterdam is the place to get it. Unless you find yourself in Jamaca or columbia.
