Like the person above stated DC has changed their continuity. It all happened with "Crisis on Infinite Earths". Before it, Barbra was younger and the scene you mentioned happend. In the world of "Post-Crisis" DC Barbra Gordon was 18.... This is what comic creators call "Retro-Conning".

So it happened, but not really.

I think Barbara Gordon became Batgirl for another reason. (I can't remember exactly why, but it may have had something to do with her father, Commissioner Gordon) I don't think it had anything to do with Batman. She was young, however.

They keep changing things around, so whatever story they put out this week will be different then next week after that.
