I think this answer is really two sided. One, no its not fair to people if cops that have quotas abuse them and arrest / pull over people who haven't done anything. Two, its not fair to us taxpayers if cops don't have quotas and can do very little work and get paid for it.
I think to have effective police in an area, those that manage quota levels need to know how the area is in terms of crime or people breaking road rules and set a quota accordingly.
I am sure there are cases where quotas are too high, and likewise cases where quotas are too low but overall I think cops generally do a good job of protecting their citizens.

Not real quotas. They get pressure to perform and one way of measuring performance is how many tickets you write, etc. Most cops will deny to the public that they are more aggressive toward the end of the month. Truth is that most aren't. I've noticed that the cops tend to perform sweeps on certain areas at specific times. The times are radomly switched around though so that you can't tell when they are supposed to be out.

Yes they do have quotas... I know a couple police officers. Have you ever noticed how many more you see at the end of the month? I guess it's just like a sales job, gotta meet your sales quota - gotta meet your ticket quota.

Got a "Speedin' ticket, eh?" I'm so sorry.. Yes, there is a quota they have to meet, so they look busy, and not just hanging out at the "Donut-Shops"!! Unfortunately, it is unfair, and trust me, my Mom used to work in "Payroll" for the Long Beach, Police dept..And they dont like it anymore than we do! Most of them have a bad name, from the whole 60s, "PIGs" thing, but most of them are as "Down-to-earth" as all the rest of us... And some of them have kids who "Rebel" because, their cops kids, and even have commited suicide from the pressures, of being cops kids! Mom use to tell me stories, about their home lives.. And alot of their wives, devorce them, because they cant deal with the whole "Jeaopardizing their lives-for work-thing".. Or they devorce them for cheating while on the beat.. They probably have harder lives, personal, & professional, then most of us, do! I actually used to feel sorry for alot of my Mom's co-workers.. especially the ones, who worked in "Homicide".. thats a whole nother' story ,I just dont even need to go into... So, "yes" unfortunately Luitenants orders: Meet your quota's, today! So, its not their fault, its their job! Smile, it'll get better, and before you know it, this wil all be way behind you!

No it's not. Because then they LOOK for reasons to pull people over, whether they deserve it or not.
I got pulled over once because I was driving too slow. I had my sister in the car who was in labor, and I was driving over a particularly bumpy area of road. It was making her uncomfortable, so I slowed down.
Freakin' cop pulled me over. I might add that it was 4:00 in the morning and there was NO traffic for me to be holding up. He had to meet his quota, though.

Sure. It can't be that difficulty to meet their quotas fairly! Have you seen how people drive? Do they have quotas? I'm not sure. Anyway, I never get a tickets {{knocks on wood}} only a verbal warning.

The first time I heard of that, I thought it was one the stupidest things that I ever heard. Still do. It makes no sense whatsoever. I'm guessing that why some cops are complete jerks. No, it's not fair, to anybody.

hhmmm...I'm pulled two ways on this because if they didn't have quotas, I'mnot sure how many tickets some cops would give out, but on the other hand there are some who abuse it.

i hate it! When i used to work downtown, at the end of the month, all up and down the street, cars would have tickets on them. That wasn't the case at the beginning or the middle of the month. It's nuts.
