i woudnt rely on norton security software to protect your p.c,i have heard and seen some horror stories about people who bought norton security software expecting to be fully protected only to end up with hoards of viruses and spyware
what you have is a form of spyware called adware,which basically infects your p.c,s registry and advertises(hence the word adware) and pops up messages at every avalible time
to get rid of this download and install these 2 programs

2.spy-bot (http://www.safer-networking.org/)
running both these programs will sort out the problem and will prevent it from happening in the future
as for a anti-virus i have used every one avalible and i use the best one avalible in my opinion
avast free edition 4.7 is a all round anti-virus,that has regular updates and 7 real time scanners,it runs in demo mode for 60 days but once you register(free) it will transform into the full home edition and it is yours for life

Do these 3 things right away:

1. Get rid of Norton. It's the pits. It hogs your system resources and it does not even do the job it was supposed to.
When you want to uninstall, Norton has a nasty habit of 'hanging around' like a bad smell.

2. Uninstall IE. Install Firefox. Firefox is a better program.

3. Get Zonealarm. Install.

You have spyware and Norton is one of the worst programs you can use - based on 20 years experience in this business and seeing real life comparisons. Go to housecall.trendmicro.com and run an online scan of your computer. Consider getting rid of Norton and going with the Trend Micro product appropriate for you and then...be careful what you do on the net...don't open those cute emails...don't click here for a free $25 starbucks gift certificate...don't download that expensive free program...amongst many other things that cause trouble.

Norton Anitvirus may be out of dates but they aren't best antivirus software. A survey was recently done and found that ND brand (can't remember the name) came up First while McAfee was second. Norton Antivirus is in a lower rank because they don't have heurilistic mode that detects similar harmful pattern.

Look up AVG antispyware because they are free and see what it find on your computer that Norton may have over look.

Firstly ditch IE, it's crap. Get Firefox, www.getfirefox.com.
Get SpyBot (it sounds like it's adware) at www.spybot.com.
Get Privoxy - you need to point your browser at it as a proxy server - and that will filter the majority of ads on websites you visit - www.privoxy.org
If you haven't already, get a virus checker - I use Avast - www.avast.com and do a full system scan.

You have spyware on your computer. Norton is not the best spyware detection tool. You can download Microsoft Defender and have it look for any spyware.

NAV has nothing to do with blocking pop-ups. Since you are using IE, you can go to Tool -> Pop Up Blocker -> Turn On. If your IE does not have this option then i suggest you to get the Yahoo! Toolbar at http://toolbar.yahoo.com/ It auto installs and by default pop up blocker is enabled

easy fix uninstall that junk nortons dont get mcafee/avg/panda
use
zonealarm internet security suite
when on the home page click on
home and office
and click on
try now
zoneAlarm internet security suite
then click on download
zoneAlarm internet security suite

set the anti virus/anti spyware to full system scan
zoneAlarm internet security suite
all in one firewall / anti virus/ anti spyware
no1 auto virus killer that will kill off a virus
as the virus try to download on to your system
when you open your explorer firefox / any browser, and search on the net
there are virus on websire that will auto download
this all in one firewall/anti virus/anti spyware
will kill the download link fast and auto kill the virus
