I lived in Ohio for a long time and my grandpa owned a construction company. It was very large and profitting greatly. The answer to your question how ever is yes. In the north many inspectors believe the workmanship of a house is better therefore they fail to check for certain errors because they asssume that construction in whatever area usally heating and insulation is going to be fine.

Not in Ohio. But most most Home Inspection companies carry error and omission insurance. You would need a second Inspection report to prove this damage was already there and they missed it.
