Depends what you want, Brugges is smaller market town, it will most likely be covered in snow that time of year. It has a xmas market in the main square.

Brussels is a city, has more happening, and shopping.

Yuo can go to either in an hour by train, so do a day in the one you decided not to go to.

Brugge is so much better I can't even begin to describe, especially if your with a chick and dig old buildings, canals and decent ale

Bruge !
I went there a few years ago, and I can tell you that it's very romantic ! It's called the Venice of the North, because of the river in the city. It's very lovely, and a good destination for a weekend.
I just hope for you the weather will be good, so you could have a ride on a boat in the city, it's very nice.

You might also consider Tallinn, Estonia. Riga is also served by the cheap airlines.
Have a look at Easy Jet and Ryanair for great deals going further away by plane.
