We met online and spend a lot of time together. I fell instantly for her and she says she loves me but isn't in love with me, yet she makes no effort to try and date anyone else but tells me I am more than free to do or see or date whomever I choose except that I can't because all I can think about or see is her. Suggestions?

First of all, going past the friendship status can be a big step. You two are in a comfort zone with each other, and getting past that is a lot of work.
Your friend may be having anxiety about going to that next step, which is completely acceptable. What if the relationship goes sour and you two have a falling out? She might not want to lose such a wonderful friend.
In another instance, she may just want to stay friends. To be honest, if she wants you to date other people, do it. She may just want to have time to do some soul-searching, and sees you dating other women as a distraction while she thinks about it.
If you kinda just dropped the "L Word" bomb on her, she could be recovering from the shock... just give it time. If it is meant to be, it will happen.
The only thing you can do is wait now, and let her come to you. She has to be ready to make that step.

Well as long as she loves you everything is cool cause she could always fall in love with you at some point just give her time. Mean while there could be a reason why she keeps trying to push you away therefore you should try to get her to open up to you. Maybe once you deal with whats holding her back then she will be able to allow you into her heart. Just be patient and try and find out whats really holding her back. Good Luck

Let her know how you feel. If you don't try, you'll never know for sure if you can move into a more personal relationship. Do you want to sit on the sidelines and see her get swept off her feet by someone else?

Does she know you're in love with her? Take her to a romantic place, hold her hand, tell her you feel you are so close that no other person could be so close to you any more, and kiss her. Based on her reaction, you'll see what to do next.

Most girls are just scared that if they go out with their best friend and it dosent turn out good that, that will ruin there relationship. So maybe try telling her how u feel and asking if she is just scared to date u in case the outcome is bad.

you have told her how u feel and she has told u she doesn't feel the same so move on. if she changes her mind , she will let u know but u cant wait for that cause it may never come.
