Just about any store that sells Juniors clothing will have a selection of party dresses that aren't prom looking. My personal favorite is Deb. The clothing they carry isn't expensive, and they have a wide range of styles in dresses and formals. They have a selection of their dresses on line that you can look at, but they do have more in store.

I'd try department stores. I get a lot of cute dresses from places like Macy's, Nordstrom, and Neiman Marcus. Also, some smaller shops like Betsy Johnson, or BCBG will have dresses. There's always the internet as well.
